This book examines how Africa can develop its own legal and policy framework for space exploration. It connects African space law with the continent’s broader goals under Agenda 2063, while also comparing it to global models to propose new legal standards, investment strategies, and institutional steps that member states can adopt over time.

The work highlights that space is no longer just a distant ambition but a vital resource for addressing food security, climate change, education, healthcare, and continental unity. It introduces the concept of ‘Outer Space Pan-Africanism’—a framework rooted in six principles: Pan-African solidarity in space, technological independence, fair access to space benefits, and alignment with international space law. Through case studies of South Africa, Kenya, Nigeria, Algeria, Angola, and Egypt, the book explores how different legal and policy approaches align with regional development goals. It also looks at lessons from the EU, Latin America, the Arab World, and ASEAN to identify best practices in funding, governance, technology transfer, and gradual integration.
